The transfer station roll off bins will need to be hauled out and returned to the sites. Closing Date of this tender is February 10, 2012, at 3:00 PM at the County of Thorhild Public Works Department, 21414 TWP RD 600A, Thorhild Alberta (east of the Scotiabank). Tender opening will be at 3:15 PM on February 10, 2012 at the County of Thorhild Public Works Department, 21414 TWP RD 600A, Thorhild, AB. General The Commission is ceasing landfill operations at the Long Lake landfill located in the SW 9 63 19 W4M. The landfill will be converted to a temporary roll off box transfer station. The County averages 2,000 tons of Municipal Solid Waste (MSW) per year. The County of Thorhild may at its discretion use a small rubber tired backhoe to increase the density of the MSW placed in the bins at the transfer station. The transfer station at Long Lake will be open to the public on Thursday and Sunday of each week and the Thorhild Transfer Station will be open to the public on Wednesday and Saturday of each week. The successful bidder on this tender will be given access to the Long Lake and Thorhild sites both on days when the sites are open and through provision of a key on days when the sites are closed to the public. Any alternatives presented must provide complete costs for rental and servicing of bins. When either site is open to the public, it will be supervised by County of Thorhild staff. Additional days may be scheduled during certain periods of the year once site usage patterns are well known. If this occurs the successful Contractor will be notified at least seven days in advance of such decisions. The Contractor will be responsible for the cleanup of any spillage of materials caused by its operations along roadways. If the County of Thorhild has to clean up any spillage the costs will be withheld from the Contractors monthly payment. Description of Services The successful Contractor will provide the following services; Provision of a minimum of 16 8 yd bins and 4 - 50 yard roll off bins in good condition for the Thorhild Transfer Station site located at SW 16 60 21 W4M and 16 8 yd bins and 2 50 yard roll off bins in good condition for the Long Lake Transfer Station site located at SW 9 63 19 W4M for a six (6) month project duration for a monthly rental fee. This is to include any required bin maintenance and initial spotting and removal costs. Tipping fees are to be included in the tender price on a per ton basis. Provision of loading, tarping of bins, transport, unloading and return transport and spotting of the bins at the Thorhild transfer station & the Long Lake temporary transfer station. As a minimum the Contractor will be paid for one (1) front end load trip per week from the Thorhild Transfer Site and one (1) front end load trip per week from the Long Lake Transfer site for the six (6) month period. Any additional bin hauls will be at the stated unit price. All 50 yard bins will be called in for hauling at the stated unit price. We anticipate the frequency of hauling will be as follows, but will be charged out on actual frequency. THORHILD TRANSFER STATION - 16 8 yard bins hauled twice (2) per week during the summer months - hauled once (1) per week during the winter months - 4 50 yard bins - hauled once (1) per month LONG LAKE TRANSFER STATON - 16 8 yard bins - hauled once (1) per week during the summer months - hauled once (1) every two (2) weeks during the winter months - 2 50 yard bins - hauled once (1) per month during the summer months - hauled once (1) every two (2) months during the winter months The Contractor can move the bins on his own schedule providing that a bin will not be allowed to stay full at the transfer station for over 24 hours after the closing of the transfer station and must be emptied prior to the next scheduled day of operation of the transfer station. The contractor may base his price on the hauling of two bins at once using a pup trailer, but this alternative must also be fully defined as to service and price. The Contractor may, at his own discretion, offer an alternative using either 50 yard bins or a front end loader green box system along with at least four open roll off bins. In addition, the Contractor should provide written evidence that the disposal point will accept the MSW for a minimum of the six (6) month contract period. The successful contractor must review the attached sample contract and be prepared to enter into a contract for a minimum six (6) month term with the County of Thorhild No. 7 (on behalf of the Commission). If the Waste Management Landfill site is not operational by the end of this six (6) month contract, the Contractor will continue providing services on a month by month basis. Any additions or deletions to the County of Thorhild sample contract should be identified with tender price submission.
